Practice Path of Coal Mine Safety Production Standardization Based on PDCA Cycle

  • 摘要: 针对煤矿安全生产标准化建设中普遍存在的“静态达标、动态滑坡”问题,以四川省龙泉煤矿为研究对象,构建了基于PDCA循环的安全生产标准化动态管理体系,通过Plan阶段明确量化目标、Do阶段推行全员培训与现场示范、Check阶段实施多维度检查评估、Act阶段固化成功经验并启动新循环,形成“目标-执行-验证-优化”的闭环管理机制。以该矿1115-2综采工作面为例,通过优化液压支架定位精度和管线布局,设备故障率下降18.8%,检修效率明显提升。研究构建了“静态达标+动态保持”双维管理范式,即通过制度化固化标准实现一次性达标验收,再通过PDCA循环螺旋式迭代持续改进,避免管理滑坡,最终将标准化要求融入日常管理实现常态化,为中小型煤矿安全生产标准化建设提供了可复制的实践参考。

     

    Abstract: In view of the existed common problem of "static compliance and dynamic landslide" in the standardization construction of coal mine safety production, taking Longquan Coal Mine in Sichuan Province as the research object, a dynamic management system for safety production standardization based on PDCA cycle is systematically constructed. Through the Plan stage, quantitative goals are clarified, full staff training and on-site demonstration are promoted through the Do stage, multi-dimensional inspection and evaluation are implemented through the Check stage, successful experience is solidified and a new cycle is initiated through the Act stage, a closed-loop management mechanism of "goal-execution-verification-optimization" is formed. Taking the 1115-2 fully mechanized mining face of the mine as an example, by optimizing the positioning accuracy of hydraulic supports and pipeline layout, the equipment failure rate is decreased by 18.8% and the maintenance efficiency is significantly improved. A dual dimensional management paradigm of "static compliance+dynamic maintenance" is studied and constructed, which means that one-time compliance and acceptance is achieved through institutionalized solidified standards, and continuously improves are conducted through PDCA cycle spiral iteration, avoiding management landslides. Ultimately, standardization requirements are integrated into daily management to achieve normalization, providing replicable practical references for the standardization construction of safety production in small and medium-sized coal mines.
